MRS CECILIA TUWAN - left her Job as a public prosecutor with the Plateau state government to defend helpless people who cannot afford to pay fines as little as N1,000 to regain their freedom instead of spending years in a prison system that cannot guarantee their rehabilitation. So far she has handled more than 50 cases with discharge.
